I would suggest you to run the App troubleshooter and check if it helps.
a. Type ‘Troubleshooting’ in the search next to start.
b. Click on ‘View All’ on left side and select Windows store Apps’.
c. Follow the onscreen instructions.

BTW, i have a surface 3, and drawboard pdf had come preinstalled

The app stopped working after upgrading to the Anniversary Edition 1607
What worked for me was:
Start -> Settings
System -> Apps & features
Find and select Drawboard PDF app in the list on the right. Then, select Advanced Options.
Choose Reset
